understanding Action score

Why is it that AAPLE is ranked lower than TURKCELL ILETISIM HIZMETLERI A S and Best Buy, when on almost all the metrics Apple is performing better than these companies? Attached is a screen shot of the data from the Action score spreadsheet for reference.

Without going into too much details, AAPL piotroski has dropped to 5.
Piotroski gets a strong weighting and that's why AAPL has been penalized.

I was trying to understand QCOM's Action Score as well... and yes, it looks like Piotroski Score is to blame...

Regarding QCOM, Piotroski score has dropped but also for value, EV/EBIT is outside the recommended threshold of 11 and P/FCF of 15.
Then with quality, the GPA is on the low side along with negative TTM sales growth, which the system does not like.
