I would go with CVX. Reading that gave me a headache. It may not matter since you can get credit for the foreign tax paid and match the rest if domestic is higher

If domestic is lower you would have to file for a refund from the taxing country, either is possible, check with you're accountant. If he says he has the answer without looking it up, doubt him. The IRS may be able to help if you can wait on the phone for 3 hrs as well.
