Cross listed equities - why don't they track one another always ?

urrency FX and liquidity aside, I thought that they would more or less track, otherwise there is a cross trade opportunity.

This is my inaugural post. I noticed that TSE pEG and NASDAQ pEGI consistently diverge on these exchanges. Why is this ?
