Technicals and Fundamentals COG

Looking at a six month chart, it looks like a double bottom reversal (coming from someone who is learning more on the technical side). Looking into the fundamentals, it looks to me like this stock is about to pop. I'm curious what others think.

What fundamental (financial statements proving growth, decreased liabilities, etc) view gives the impression that it could pop soon? Or are you looking at the story and have wishful hopes that the story unfolds as you want it to?

Fundamentals/stories/news/rumors/CEO bullshit; although can be influential in investor/trader decision making; doesn't actually move the price. Only the buyers and sellers do. This is where chart reading comes in. The best way to practice basic technical analysis is to draw on the chart. Does it have a direction at the moment? Or is it stalled in a range?

I was looking at the higher low. Also looking back it looks like a head and shoulders pattern to me. I'm not sure what anyone else thinks on that. So what gets me is if it's going lower on that pattern or going higher on fundamentals and is there a way to tell based on volume or anything else
