Explain Interest Rates to a novice

Hey, I just joined this forum in hopes of learning about the market and how money moves. I often see analysts on CNBC and Bloomberg talk about interest rates lowering. Is this for mortgage loans or is this the interest I would receive in a bank.

I believe I need a clarification as to what they mean, so would you mind explaining like I'm 5. I understand that interest rates being lowered can stimulate the economy and the reverse effect if raised.

Also where would I be able to find the historical rates of the interest rates. I appreciate all the help in advance, thank you!!!
