Best alternative will be either Java API or Order2Go API (can use C++, C#, VB, and more). Both of these apis will give you historic and live data. You can also trade using these APIs. Most of all, they are both free.

Depending on how you used PEC, you may want to look into the Java API (http://forexforums.dailyfx.com/java-trading-api-support/) or FX Connect (http://forexforums.dailyfx.com/forexconnect/) in order to access streaming rates on a Linux box.
